ZR Eligibility Rules - Effective January 1, 2000

In order to be eligible for Retiree Health Coverage (ZR), the Participant must meet the following requirements:

1. Retire from active Covered Employment; and,

2. Be under age 65 and:

   (a) be at least age 57, or

   (b) retire under this Pension Fund with a Special Early Pension, or

   (c) retire with 25.00 or more years of service from a Teamster affiliated pension plan.; and,

3. have:

   (a) contributions paid into this Health & Welfare Fund under a schedule providing for retiree coverage (ZR) for at least 5 out of the last 7 “Years of Contributions” (35 out of 52 weeks of contributions) immediately prior to the retirement date; or,

   (b) as of 11/1/91, had 20 or more years of contributions paid into this Pension Fund under a schedule with retiree coverage (ZR); or,

   (c) was employed by his Employer on the date the Employer commenced making payments to the Teamsters Joint Council No. 83 of Virginia Health and Welfare Fund under a Schedule of Benefits providing retirement health benefits and who retired within five years of said commencement date, provided the employer agrees in writing to pay the COBRA rate monthly to the Fund on behalf of all such Participants for as long as such Participant remains under retirement health coverage. The COBRA rate shall be determined annually by the Fund’s appointed actuary and approved by the Board of Trustees; and

4. not be eligible for Medicare.

Please note:

(1) A preexisting condition clause may apply for a period up to 6 months if the retiree is not covered under this Health & Welfare Fund during the 90 day period immediately prior to retirement. Credible coverage under another health plan can shorten or eliminate the preexisting period if such coverage terminated within 63 days of the ZR effective date.

(2) If a retiree is ineligible for ZR coverage solely because he retires at age 65 or later, his eligible dependents may still become covered under ZR.

(3) Members retiring with less than 30 years of Benefit Accrual Service in the TJC#83 of Virginia Pension Plan will be limited to 96 months (8 years) of access to Retirement Health Benefits. The member may come on or off Schedule ZR coverage monthly, as desired, provided eligibility under another comprehensive medical program is maintained during the coverage breaks from Schedule ZR.
